When to file L2?

Hi Immi experts,

My I129 petition is in RFERR (request for evidence response review) state. After the petition was filed I got married and now I would like to file L2 for my spouse. Question is:
Should I wait for my visa approval and then apply L2 for my spouse on that basis?
or With the petition number's reference L2 petition can be filed before my I get L1?

Where are both of you located?
If both of you are outside the US, you will need to wait until the petition gets approved so that both of you can apply for L1 and L2 visas at a consulate/embassy.
