L1B individual and L2 visa query

Hi,
My company has applied for L1B for me under individual (premium) category. Haven't received workpermit yet.
I had to apply for myself as spouse's passport was not ready, now have received her passport, have following queries:

1. Does my L1 approved status is neccessary for her L2 application or work permit will do, as i learned that we receive workpermit first and then go for scheduling an interview.
2. When shall i file her petition, how many days will it take for approval
3. Can we still go for visa interview together?

Will have to go to chennai consulate (as mumbai consulate is partially functional) , want to attend the interview together.

Are you both outside the US right now?
If so, there is nothing to apply for your spouse until your employer's petition gets approved. (Don't call it work permit, that is something different).
After petition is approved both of you can apply for your Visas at any consulate/embassy in India. (Mumbai is currently not accepting L applications).
There is no such thing as L2 petition.
