L1 salary

I understand that L1 visa has no minimum salaray requirements, but salary cannot be substantially low.

My company is planning to pay 3600 USD per month (43200 per year).

Will this be viewed as substantially low in the visa inteview?
If yes, what is the standard L1 pay?

Of course there is a minimum salary requirement. The employer files a document called LCA with the dept. of Labor and specifies the prevailing wage for that position. The employer must pay greater than or equal to that amount. If this pay is greater than LCA amount, it should be fine.
