L1A Want to convert to H1

I am currently on L1A Visa with an India based employer. I would like to move to permanent job with another employer here in US. Can anyone please advise me on the possible options of converting L to H Visa and what are the implications of each. I would like to know the legalities of each option like COS, etc.
