L1B (Blanket) to H1B in same Organization

Currently, I am on L1B blanket visa filed in 2009, expiring in Feb'2012. Can my organization
transfer me on H1B. Is the H1 Cap still available ?

Please tell me how can I be transferred to H1B before Feb 2012? Also, if any suggestions ?

Your work authorization and permitted stay depends on the I-94 and not Visa in your passport.
