L2- Applying for EAD

my wife is on L2 and she doesn't have a job. I have few questions here.

1. Can she eligible to apply EAD.
2. If yes, what is the code that I need to put for question number 16. She is unemployed right now and my location is Californina
3. Also, it will be great help, if you could let me the know enclosures.
