Help! Got 221g at interview

Hello. My husband has L1 status and valid I94 and we came to our home country United Kingdom to visit with family for Christmas. Our I-94's were taken out of our passports at the airport as we left the USA. We went to US embassy in UK for new visas but instead the officer kept our passports and gave a 221g form asking for more documents.

What does this mean? And why would our passports be taken from us?

It means the officer needs additional documents to take a decision on your case. The list of documents would have been indicated on the 221g form. They have kept your passports probably so that once the documents are submitted and the officer is satisfied; they will stamp the visas and mail across the passports
