L1 B Blanket VISA Rejected

Hello,

My L1 B Blanket Extension was rejected by USCIS in November 2011. Can I apply for a L1 A Individual/Blanket in January 2012 or the VISA rules does not allow me to apply for a new fresh L1 VISA for one year from the date of previous denial.

If yes does this hold good for H1 B also?
