I am currently on an L1A visa in a managerial role (was on L1B and then changed to L1A in July 2011). Prior to transfering to the US in April 2011, I was in a managerial role at our Canadian branch company for 10 months and continued to support the Canadian ofice up until Sept 2010 after my transfer. I am thinking of applying for a Green Card, but not sure if I would qualify for EI (c) visa category or if a LC would be required. Is there a 1 year requirement for managerial experience outside of the US?

L1A Mnagerial experience
You must have been employed outside the United States in the 3 years preceding the petition for at least 1 year by a firm or corporation and you must be seeking to enter the United States to continue service to that firm or organization. Your employment must have been outside the United States in a managerial or executive capacity and with the same employer, an affiliate, or a subsidiary of the employer. Do consult with a good immigration lawyer to prepare your case. This is my opinion, do consult experts too.
