L1-B extension and transfer to L1-A

My L1-B was granted for 1 year and has been applied for extension. i have below questions if anyone can advise or inform if they have faced this:
1. how long does L1-B extension on Regular processing take for Vermont Center. USCIS website says 2 months but it is over 2 months now and status still shows as Initial Review
2. Can we apply for L1-A while L1-B extension is being processed? Does this impact the extension application?
3. Transfer to L1-A from L1-B is this a new application or just a change in status? Whats the process?

L1-B extension and transfer to L1-A

Why not get L1B extension converted to premium processing and get result in 15 Business Days? If you are eligible for L1A you can file for a COS from L1B to L1A. But I believe you would have to withdraw your extension application first and then file another application for COS. This is my opinion, please do consutl experts too.
