L1B Visa Clarification

Hello All,

I am working for an American based Service MNC.

Some of my friends L1B visa got rejected recently .
The rejection code is RCA and they have been asked only 3 questions

Company name
Client name
Salary details

Can anyone tell what does this RCA refers to and what salary range they are expecting .
(is there any link that shows the salary range to designation for india & US)
