If Managers doesn't have direct reportees, under which VISA category he has to file.

Manager or not a manager, having direct reportees or not, the visa category depends on the requirement of the petitioning company. Each visa category has been created for specific requirements and its better to adhere to those.

In that case the candidate doesn't qualify for L1A. L1 individual / L1 blanket / H1B are the remaining options for a work visa.
