Where to apply blanket L1 visa from ?

Hi everyone,

My husband is working abroad and I am working in India. He is getting transferred to USA by his company. We want to know if we can apply for blanket L1 visa from Chennai consulate. My husband does not have a residence proof in India as he has been working abroad for more than 4 years now.
Please advice if he should apply for L1 visa from his current country of residence and then I should apply separately from India once his L1 visa gets approved.
