My dependent's L2 Visa based on my new extended I-94 (L1-A conversion approval)

I recieved my L1-A approved petition today. I was in the US on L1-b all these days.
My company applied for my L1-A recently. USCIS has approved my petition and has issued a new I94 till June 2014.

Can I apply for their L2 visas in US Consulate abroad ( and not L2 petitions ) based on my new L1A approved petition and new validity I94?

Do they need an L2 petition to apply for an L2 visa?

I had posted this thread yesterday, but my questions were not very clear....
