L1B Blanket rejection asking to file L1B Individual

Hi,

My L1B Blanket interview is scheduled soon, I have tried searching in this forum about difference between blanket and individual and now know the basic difference but my question is:

Why here are some rejection for blanket petition asking them to file in individual category?
On what basis they reject blanket petition and ask for filing in individual petition.
