There is no specific clause asking for a degree for L1 but off late USCIS/Consulates are very particular about - proof of Specialized skills for L1, and its very difficult to prove one is specialized in a skill set without associated education proof that is a degree in that field unless, of course, one is highly specialized and has self built a product or has multiple patents in the area of specialization. As far as approval from USCIS, you should be asking your HR / Immigration department. This is my opinion not legal advice.
