My mother's visitor visa was refused at Chennai consulate last month,
Can I send her to Delhi Consulate?

Legal B2 to H4 advice

Here is my situation:



1. Received B2 approaval 4 days before it expires Sept 1st.

2. Filled for change from B2 to H4, Sept 12. I was under the impression that there is a grace period of 10 days.



Now uscis is asking me:



A. submit evidence of how i used my visiting time.

B. why I applied for B2 in first place (prior to B2 I had H1b)

C. financials, departure ticket, evidence of residence abroad etc.



Please advice!!
