Changing Visa status from F2 to F1

Hello,

I am on F2 status now. I wanted to pursue my Master's Degree for fall 2015. Can any one tell me, what is the processing time for the status change from F2 to F1.

Is it a better option to go for stamping in India rather changing the status in here.
