Can I apply to EB-3 from foreign country?

The company that I am employee, IBM, wrote a Visa Declaration to me, but I am not confident that EB-3 would be the right visa to be applied at Consulate outside US.

Can I apply to EB-3 from foreign country?

Your employer would file the alien worker petition. The employee furnishes the petition approval notice to the consulate where he then applies for the immigrant visa.
