Hi.

I want to travel to the UK from Brazil. I want to travel via the USA and I want to saty in the US for a few weeks. I am not returning to Brasil as I am going to marry my British Boyfriend. He is currently finishing a year of study in the US. That is why I want to stay in USA to be with him for a few weeks before we travel to UK together.

Can I do this on the Visa Waiver Program or do I have to get a visa?

Yes you can. You'd need a visa only if you wished to stay more than 90 days or you wished to change status to another visa category. Since you wish to do neither, you can travel on your visa waiver . When asked about the purpose of your visit at port of entry in US, just say you are here visiting friends and relatives.
