which is better? H2-b or j-1

DOES ANYONE KNOW?
which type of visa is better, gives more chances to get USAvisa??

i have to choose : h2-b working visa or j-1 career training USA programme???

i am 22, female ( CITIZEN OF belarus), graduated from my university ( economics degree) this june;
now i am in London doing Proffesional English Programme ( internship in Marketing)
have been to the States before ( j-1 work and travel, and b visa)
but last tiME was refused IN j-1 and f-1 visas.
my problem is the embassy!!!!!!!!
so maybe you know which of these visas are better?
i am confused
