H4 conversion to Working Visa for nurses

Hi,

My wife is currently in H4 Visa at USA. She is a registerned nurse who is eligible for working at USA with all the exams CGFNS, IELTS, NCLEX completed. But what is the procedure to convert her H4 to a working permit visa (as nurse) in USA. Also let me know how long would approximately take for her change to working status?

Did she convert to H1B or H1C? Please let me know so that people will be aware.
