Need help on US Passport And PIO Card

Hi,
I am here on L1 Visa and my wife on L2 Visa
We had a baby of 20 Days only... and we need to go back to India.

Some Questions

How early I can get the US Passport?
How early I can get the PIO Card?
Can we apply PIO Card in INDIA?


I need to travel back to India in may at any cost due to all short of HR policies.

Is there any other way I can travel back to India along with the Baby
