visa for parents

I am curious to know, if anyone has an idea about bringing parents to the USA after getting green card. my brother is a green card holder, he is 21 yrs old and my question is that, if he wants to take my father to him, is that possible? or he must have to wait till he gets the citizenship?

anyone can reply with information about this enquiry, is very much appreciated.
