Non Canadian TD visa at the border

Hi,
I would like to know, I am a Canadian PR card holder. My Canadian husband works In USA. Can I apply for a TD visa at the USA border? Like submitting all the documents. Would that work.

Nobody can get a US "visa" at the border. US visas are only issued at US consulates abroad. Do not confuse visa with status. A US visa is only needed if you need to enter the US. Are you outside the US?
