OPT/I-94 Expiration Question

Hello,

My friend has an OPT for 3 weeks from today, can he apply for the extension of 6 months? He would like to visit friends, and a lot of other places he wasn't able to see while he can. Is it too late to apply now, since it is saying on the web-site 4-6 weeks before i-94 expires. please let me know as soon as you receive this since he doesn't have a lot of time left.

He can apply for change of status to tourist visa, if the intention is not to work but just to tour around.
