How To Apply Non-Immigrant Visa Online?

I have tried by searching online and found this useful forum. I don't have any idea about visa that's why I need your help.
My father is state government employee (currently working). My father and mother wants to apply for non-immigrant visa online. My uncle lives in USA (Green-card Holder) and ready to provide help but he can not sponsor to my parents.
Please, answer me following questions and explain me in detail.
1. How to apply online?
2. Which type of Visa to apply?
3. How long they can stay there?
4. Which documents are required? (No Objection / Leave Report or any other?) (mention all)
