H4 Visa rejected due to cousin couple marriage

My husband is working in Texas, SanAntonio. He is holding a H1b visa. I applied for dependant visa, but it got rejected due to marital relationship(cousin couples). Does this act applicable only for Texas? Can you list the states where this act is not applicable? Can I re-apply for dependant visa if my husband changes his state in US? Kindly guide us.

I am having the same issue with H4 visa for my wife.
