Forms I-508/I-566 Urgent help!

Hello there, we have to fill out the form I-508/I-566, and send to the Immigration. but my wife doesn’t have the personal identification(PID), and the person who sponsored, he never registered and they no longer here. She no longer works for them. The state deportment saying, that they could not provide because she never had been registered. What can we do and can I send the form without PID# or please someone help me.
