H4 - F1 pending since 6 months .. Can i go to canada/mexico for stamping

Hi

My situation is i am on H4 Visa and it's been 6 months i had applied for F1 visa so far ;it's still in initial processing.. i have tried every possible way to find out about the case status from USCIS but not response..
So now i have lost hope for that..

My question is :

Can i go to Canada or Mexico and while coming back get the F1 stamping based on my I-20 .. while my current I -539 change of status is still pending ??

If i get the F1 visa it's fine but what if i don't .. My H4 will still be valid right ???

I am in the same situation, my CoS has been pending for 5 months. Can you please tell me what you did eventually. Did u get your CoS or did you go outside the country for stamping. Please let me know the details
