Repay Sevis FEE for F1 renewal (now on post-OPT)

Hi,
I paid SEVIS fees and got a F1 visa in Sep. 2007, valid till Aug. 2012
Completed PhD in Jan 2013, got post completion OPT valid till Nov. 1st.
Currently have to travel to India, and need to get a new F1 visa stamped.

Question: Do I have to pay SEVIS fee again?
