More than one year since applied for OPT and did not get any decision from USCIS

I have applied for my OPT in May 2012 and been waiting for it since more than an year now. I have also got 2 queries in between and have answered both of them. My start date was on June 25th 2012 and my end date is June 25th 2013. I am just left with another 42 days for my OPT i-20 to get expired. Can I drop my OPT now and take an i-20 for FALL 2013 in an University? And can I stay in the US till FALL i.e; SEPT after dropping my OPT now. If Yes, on which status will I be? And is there any other way to get my OPT?
Please answer it ASAP as I don not have much time.
