I gave interview 2 times n got 214 b . I am thinking about reapplying but this time i want to change my location from delhi to mumbai . is it possible to change the location?please help me !

You can apply anywhere, but it will make no difference. In fact it will show your desperation. The consular officers have access to all your past applications. You yourself have to mention those denials in your new application. The first question you can expect is 'what new information do you have this time, that you did not have last time'.
Important success factors are showing strong ties to home country (such as family, property, job etc.), having sufficient funding to cover education expenses and being admitted to a good, reputed university/program.This is my opinion and not legal advice.

in second interview VO just did formality he asked 3 questions
first: why do you want to go to US
second: aggregate
third: y chose this university
and he rejected me and handed over again 214 b and underlined the one statement when i asked for the reason of rejection , the statement was that "my intent to go to US in not temporary"
i dont know why he felt this but i think that i got it because my brother is a permanent resident of US n we have mentioned in DS 160 now i m really sad , don't know what should i do
