do they know whether you have applied for a Greencard in lottery before?

My IV is tomorrow for the F1 VISA for a 3 month course in Chicago. But I am freaking out now after a friend of mine was rejected today and the reason was that: the counselor told him that he has applied for the lottery, so his intention to travel to USA is primarily an immigration intention.

How the hell did they find out about that. I thought when you apply for green card in the DVlottery and you are not chosen; no will get access to your information.

Please if you guys have any inforamtion about this let me know.

There is nothing to be surprised. They do have record of every person applying for any type of visa to the US.
