Any experience on getting F1 visa while on OPT?

I have read several threads sharing concern about getting F1 while on OPT and others share getting admin. proces. when they apply for F1 on OPT or any other visa.

Does anyone have experience of getting F1 visa while on OPT and whether they had put on admin process? I will be grateful.

yes, I was on OPT which I applied for my F1 for my PhD. Now my visa is pending due to admminestrative process ! However, my first visa to US also had the same issue. Now I am almost waiting 60 days. I didnt know there might be any issue with being on OPT !!! Do you thing is that the issue ?!
