H4 to F1 in Canada

Hey all,
My wife who came to US in an H4 visa got converted to F1 in USA as she started her graduate studies here.Now we are planning to go to India for a vacation early next year.My question is whether it is safe to get the F1 stamped in India or should we try going to Canada.Has anyone been successful in getting the H4 to F1 visa stamped in Canada?
Any help with these are highly appreciated.
