I have been a full time student from Jan 15 2013.
I'm planning to apply for OPT on Nov 15 2013.
seeking a OPT start date of Feb 1 2014.
Am i eligible to apply?
Does 1 academic year completion clause count for OPT application date or OPT start date?

OPT start date. Is this pre-completion OPT? Remember that there are restrictions on how much you can work during the semester. Discuss this with your school's DSO. Which school are you in?
