F1 visa underprocessing in the mean time approved for visitor VISA

need to know whether it is fine to travel to USA under visitor visa after my visitor visa was accepted while my student visa is still under processing?

I had a friend who had a student visa under processing but he then applied for a student visa again and was accepted while his first visa was still under processing. he was granted the visa but at the port of entry he was rejected and returned home and told him that he has a student visa under processing so he can not travel with the other recently visa.
