Inquiry on F1 Visa

Hi,

I am currently on OPT which is valid till August 2014 but my F1 has expired in September ,2013.I have two questions regarding this

1.Can my wife apply for dependent visa while I am on OPT( please note that my F1 has expired but my OPT is valid till August 2014 and my college has provided I-20 for my wife)
2.Is address proof required as one of the documents while applying for dependent visa.
