Change of status from L2 to F1/F2

Hi,

I am an Japanese citizen currently living in the US on an L2 VISA (spouse of L1).
My L2 is valid till Feb 2014 and I am thinking to go to community college from May 2014.
I have 3 kids who have L2 visa and plan to change F2 visa with me.

Can I do Change of Status from L2 to F1, while L2 expires in Apr and my course starts in May?
Can my kids do Change of Status with me?
Can we get F1/F2 visa at Toronto?
Do we have to go to Japan to apply at US embassy?
