F1 or F2 or Other?

Hello everyone. My wife and I are trying to bring her niece to America to go to school. My niece is 12 years old. Both she and my wife are from Thailand. My wife moved to the states to be with with me and she has become a U.S. citizens now. How can we bring her niece here to attend school? I read that the F-1 has to be at an SEVP certified school (private schools) and be in high school. Does the F-2 need to have a spouse on an F-1? Conflicting info out there... Any help would be greatly appreciated, thanks!!

Since you said OTHER I have a suggestion which will be best for her career in us , if she wanted to live in us and study , which can save you a lot of money on tuition fees and etc
Just adopt her since you are already us citizens if applicable , when she enters us she ll be resident and get financial aids for her studies ,soon or later , do it now
