Hi,

I wanted to enquire. Can f1 visa holder can work full time in breaks such as fall break,thanksgivig break and winter break? If a student is already working 20 hrs every week and a break comes for 4 days , how do they calculate hrs?How many hours a student can work that time

Yes you can work full time for just those break days
but i am not sure if university guys will employ u during the break since they also will be in break. The best solution is to look for places where the renumeration is in cash like in a Mall, where they are desi shops check and see if they are interested to hire you.
