Help required for applying to US F1visa while working in germany as an indian citizen

Hey guys, I am an Indian IT professional currently on a work permit in Germany. I would like to know if it is possible for me to apply for a US F-1 Student visa here in Germany as an Indian citizen. If so what is the procedure and documents required and how is it different from applying in India i.e. Does it effect in any way in getting my Visa accepted if I apply here in Germany as an Indian citizen and are there more chances of rejection if I am applying here in Germany since I am an Indian national (Cos I have no option but to apply for it in Germany if it is possible). I would really appreciate if anyone can help me out.
