Is marriage certificate mandatory for COS H4 to F1??

Hi, My wife is going to join in MS and planning for COS from H4 to F1. I have seen multiple websites for required documentation and found many, we have everything except marriage certificate from India. Is it mandatory to produce marriage certificate for COS from H4 to F1??

Did anyone able to get F1 approved without marriage certificate??
