From H4 pending to F1; Apply for interview not COS
Dear all,
Currently, I'm on the process of initial decision of H4 status transition. After get the admission letter from a university, I'm planning to go back to my own country and apply for F1 interview in the consulate.
Having read some posts regarding the difficulty, I know that under this circumstances, I won't be able to file a F1 COS within the states. But what about applying for an interview to change to F1 in the consulate even though my H4 hasn't been validated yet?
I appreciate all the helps and opinions.
