I have gotten admission to the MBA program at a top-10 ranked university in the US and I need to apply for a F1 Study visa.
- My Program starts on 18 August 2014 so I can apply for the visa after 18 April 2014.
- I have the necessary financial statements and funding for the program.
- The school will soon provide me with an I-20 form necessary for the visa application.

I am an Indian citizen, born and brought up in Delhi, where my family still stays. Both my parents are doctors.
For the last three years I have been living and working in Singapore.

The problem
I was recently rejected for a tourist visa to US under 221(b).
It was a blunder on my part as I told the visa officer during my interview that I was planning to travel to US for 2 weeks to visit New York with my American girlfriend and - hence - obviously rejected due to lack of strong ties to either India or Singapore. I was also careless and did not carry my employment contract or bank statements with me.

Questions:
- Where should I apply for the visa from ? Singapore or Delhi?
- If I apply from Delhi, should I first quit my job in Singapore, and move back to India and then apply?
- Will the visa officer for my F1 visa know about my interview for the visitor's visa last month?
- How do I prove to him my strong ties and that I do not intent to immigrate to US but only wish to study there for 2 years?
- Is there any chance at all for this visa or will they be biased because of the earlier rejection and the American girlfriend issue
- Do I need to show property or car ownershi0p in India? Currently I do own any but I can transfer it from my parents - but it will take at least a month and will delay my visa application. (car ownership will be shorter and will take only a couple of weeks)
