H4 to F1 COS under process and Transferring College

Hi Sir / Madam,

Greetings.

I am currently studying a certification course from Cayuga Community College, Auburn, NY of which I have completed my first semester on H4 status. I have applied Change of Status to F1 for second semester (Fall session) last month. Couple of days back my husband got an offer to join a company in Salt Lake City, Utah and now I need to transfer college. I have following queries:

1. What is the correct procedure for college transfer when my Change of Status is in process with USCIS?
2. Do I need to re-apply for COS with new I20 Form and pay DHS fees again?
3. If I wait for my Change of Status application outcome, then how to update USCIS with new I20 form?
