I am stuck in a unique scenerio. Currently I am on H-4 visa , I took admission into a master's program that is 12 months long(Aug 2014 to Aug 2015). Now I wish to apply for F-1 to get my OPT. The problem is its already end of June , the university has not yet issued me the I- 20 so I am assuming by the time I apply for F-1 visa to USCIS it will be mid July. My program is starting on Aug 18th. I know I can start the program on H-4 with pending change of status to F-1. So if I receive my F-1 in October or November , will I get the OPT. In other words I would like to know what is the basis of getting an OPT? , is it 12 months of education or is it having 12 months of approved student visa status?
P.S. My masters program also qualifies for STEM.
I would greatly appreciate any advise.
