Copy of old F2 visa

we are in process of requesting visa for my wife and looking for old F2 visa from year 1999-2000 to clear her legal status. FOIA request was sent for both of us since i was F1 at the time but result with copy of her FOIA request file came without her F2 visa and so is my request (i am already US citizen).

we need help with options of receiving a copy of her F2 visa will be great. just in case i would like to mention that unfortunately the school i went to lost all its archive since storm sandy and lost all physical record .
