F1 Visa in Toronto

I was here on F1 with my wife. After my OPT we left for Ghana. But before we left, we had our son who is an american citizen. My wife applied for F1 in Ghana and was denied. We have applied for permanent residency in canada and have been approved. My wife insists she wants to go to school in the US. We have applied to a number of schools again and she has gotton them. We are moving to canada as permanent residents and we intend to apply for F1 in toronto. What are our chances in applying for F1 in toronto? Does somebody have any idea on that? Thank you.

Now that you are permenent residents of canada, the probablity that she will get her visa in Canada are very high..they are not so strict there as in other places.
